Summary of functions

The DGVPTM exercises the following main functions , including, inter alia:

− preparation of legislative proposals and technical regulations on maritime navigation;

− management of the international register of ships;

− discipline and supervision of the activities authorized and entrusted to the classification societies;

− national, international and European regulations on maritime and inland waterway transport, transport of dangerous goods in inland waterways, monitoring of the transport of persons with reduced mobility;

− management of seafarers and inland navigation to the extent of its competence;

− relations with international organizations, coordination with European and national bodies, as far as they are concerned, in conjunction with the offices of direct collaboration with the Minister;

− monitoring of maritime casualties and injuries to seafarers;

− guidance, supervision and control over the port system authorities, also with reference to the implementation of infrastructure programs;

− general regulation of ports.

 

Particularly:

DGVPTM - Division 3 is competent Unit for these main functions:

- Implementation of the STCW'78 Convention and related EU directives in national legislation

- Focal Point authenticity and veridicity of the CoC and CoP issued under Reg. II, III and  V

- Stipulation of Recognition Agreements with Third Countries according to Reg. I/10

 

Ref. DPCM No. 190/2020 as amended, art. 6, para. 6 as amended and Decree Ministerial No. 481/2021 (Functions and tasks of the Offices of the Directorate).

 

Ref. DLVO No. 71/2015 implemented the directive 2008/106/EC, as amended by DLVO No. 194/2021 that instead implemented the the directive EU 2019/1159 (STCW)

 

DGVPTM Division6 is competent Unit for these matters:

- Delegation of authority to the ROs for  SOLAS ships; oversight of the ROs

- Prevention of the risks of “relevant”  accidents in port and regulation of status of port chemicals.

- Regulation of bunkering. Promotion of environmental sustainability  of maritime transport and ports (energy efficiency of transport, use of alternative LNG fuels).

- Work safety on board ships.

- Studies and statistical risk analysis relating  to accidents to maritime personnel and  maritime accidents.

- Relations with international, national and European Organizations in the matters of  competence (IMO, ILO, EU etc.).

- Safety of transport in Inland Navigation.

- Delegation of authority to the ROs for  non- SOLAS ships and in inland waterways.

- Transport of dangerous goods in inland Waterways.

- Monitoring of maritime transport of PRM

 

DGVPTM is the Competent Authority (CA), as indicated in Art. 3.11 of the Regulation (EU) 1257/2013 on ship recycling, designated by a Member State or a third country as responsible for ship recycling facilities, within a specified geographical area or an area of expertise, relating to all operations within the jurisdiction of that state (DGVPTM Division 4 is competent for the pertaining functions)

Summary of functions

The Italian Coast Guard carries out tasks related to civil uses of the sea and is functionally and organizationally part of the Ministry of Sustainable Infrastructure and Mobility to which its principal institutional tasks are attributed. In addition, the Italian Coast Guard operates under functional dependence on various ministries, including the Ministry of Ecological Transition and the Ministry of Agricultural Food and Forestry Policy, which make use of its organization and specialized expertise.

The aforementioned competencies include, first and foremost, the safeguarding of human life at sea, the safety of navigation and maritime transport, as well as the protection of the marine environment, its ecosystems, and the supervision of the entire maritime fisheries chain, from the protection of resources to that of the end consumer. These are complemented by inspections of national merchant, fishing and pleasure vessels, also performed on foreign merchant ships that call at domestic ports.

With respect to the competencies assigned by international and national legislation, and with regard to the contents of the European Commission's Recommendation C(2021)5310 dated 20.07.2021 (Practical Handbook on European cooperation on Coast Guard functions), the Italian Coast Guard is the national competent authority for the following Coast Guard functions (8 under 11, 2 combined with Guardia di Finanza):

The Guardia di Finanza is one of Italy's military-organized police forces with general competence in economic and financial matters. It is directly subordinate to the Minister of Economy and Finance.
